Xi’an Software Park is a national software industrial base, a national software export base, a software industrial base listed in the National “Torch Plan”, and one of the first batch of the “Service Outsourcing Base Cities of China”.

| Xi’an Software Park, China. NEC decided to further expand their Xi��an Software Development Base to become a R&D-Centre of global importance to the Company. In conjunction with this decision, the Company will further upgrade investment in Xi��an.
On Feb 24, the signing ceremony for extension of the development scale by NEC was took place in HTDZ.
Mr. Liu Minghua (Deputy Secr. of the Party��s Working Committee, Vice-Dir. of HTDZ), Mr. Chen Hongtao (Vice-Dir. of HTDZ) and executive persons of NEC��s management attended the ceremony.
Mr. Chen Hongtao and the General Manager of NEC Advanced Software Technology (Beijing) Co., Ltd. represented the two sides to sign the ��NEC Development Extension Scale Framework Agreement��.
In accordance with the Agreement, NEC will concentrate the entire Chinese service activities for R&D in Xi��an Software Park before October of this year. In connection herewith, office space will be widened from 2000 m2 to 6000 m2; the number of the personnel will be enhanced to exceed 500 persons.
Mr. Liu Minghua extended congratulations of HTDZ to NEC��s decision and wished the Company a flourishing future in Xi��an.
He commemorated the much earlier investment of NEC in Xi��an as one of the first ��Fortune 500�� companies engaged in software R & D. NEC achieved a very commendable development success itself, and, beyond this, it also persuaded a large number of other Japanese software enterprises to invest and gradually develop in Xi��an.
With the development now going to materialise on the base of NEC��s decision the R&D-Centre will trigger another initiative for the peer community, which hopefully will again promote the rapid further development of Xi��an software industry. Xi��an Software Park of HTDZ and all relevant departments will, no doubt, provide all services being available to them to facilitate installation and operation of NEC in Xi��an.
The representative of NEC mentioned, the Group has to, unfortunately, lay off 20,000 employees worldwide due to consequences of the prevailing global economic crisis. For all of these constraints, however, given the outstanding achievements of NEC Advanced Software Technology (Beijing) Co. Ltd., especially the excellent performance of NEC��s Xi��an branch, but also owing to the lower cost level of Xi��an including a more consistent economic environment here, NEC is going to step up their investment in Xi��an, and expand the company size to reap rapid progress of their development.
